Parish Council Meeting re HS2


Notes on issues raised at Hilcote Community Centre on 5Th December 2016 at presentation of HS2 proposed route to Blackwell Parish Council.

The following are not exhaustive but give some detail of the issues raised at the meeting



Compensation scheme for demolition of houses for Heathrow Expansion is Market price plus 25%..for HS2 Market price plus 10%...why the difference?

When will the market value be judged? After the value has already been reduced by the HS2 proposal ? House prices affected now and for ever for whole of Blackwell Parish

Planning blight started 7th July 2016

Specific instances :  1/3 reduction expected: Purchase 3 days before announcement of Spur Line

Roads and multi user Trails to be closed and uncertainty about lengths of closures and clarity sought as to whether trails will be reopened after the disruption. ( Silverhill Trail, Blackwell /Hilcote. Huthwaite Trail

Disruption without benefit: Pain without Gain and no compensation for majority of community

Wheeldon special deal done? Freedom of Information  requests

Alternative routes for HS2 Spur should be looked at

Parish Council Opinion uncertain at present

A Done Deal?  Consultation irrelevant

Loss of demand for housing in Blackwell leading to empty properties, lowering of value of Blackwell Parish properties

Inadequate / inaccurate mapping provided

Telephone calls to HS2 number  not answered 17 times from same caller

Councillors Moesby and  Bullock ready to support and help the residents with their concerns

Community Meeting in January at Newton Community Centre to be organised

Whole community affected even if not within 300 m of the Lines

Bridge/ tunnel under Alfreton Rd

Bridge over line on Cragg Lane

Information meetings to be held locally by HS2  in January and February..dates and venues to be advised

Consultation exercise submissions by March 9 2017

Newton Triangle……..living in the middle of the chaos to come.

The HS2 line direct to Leeds will see closures for construction in immediate vicinity of Blackwell of:

 A 38 by Designer Retail Outlet,

 Blackwell Trail,

Huthwaite Lane,

Silverhill Trail,

Newtonwood Lane,

Tibshelf Ramper.



Additionally The HS2 Spur to Clay Cross will see closures for construction of:

 New Lane Hilcote,

 Huthwaite Lane Old Blackwell,

Cragg Lane,

Alfreton Road,

Silverhill Trail near Gloves Lane,

B6025 Tibshelf- Westhouses Lane,

Trails through Doe Hill Country Park,

B 6014 Tibshelf to Morton Road
